Weird Blocking Bug

When I’m trying to block apps from social category I want to block insta, YouTube etc but keep my messages. However unless the whole category is blocked none get blocked actually and I can still access everything. I tried everything on the help page, refreshing, turning on/off, closed all my apps etc. and nothing worked.
