“Time Limit” rule only available after rule is created

This is more of a bug than a feature request.

When I create a rule, there is only the option to select between “Schedule” and “All Day”.

I cannot select “Time Limit” until after a rule has already been created.

Expected Behavior: “Time Limit” option can be chosen from the “add rule” menu (i.e. pressing the “+” button). It should be available before the rule has actually been created. :D

Actual Behavior: “Time Limit” option for rules is only available once the rule is created and a user edits it. The “Time Limit” option is NOT available when trying to create the rule. :(
