Bug: Not blocking anything but games

I have my list set to block over half of the apps on my phone. It is currently only blocking games. I have created a new app list, created a new block entirely, disabled & re-enabled, removed & restored the app permissions, restarted my phone, & refreshed the block. Nothing is working to fix it.
